In 2003, Gestió Viària S.L. (Gestvia) was established as an urban planning entity with administrative powers.

According to Calella's 2005 Urban Development Plan, Gestvia is given the power to act as administrators in order to develop the following areas:

• PMU-1 “Mercat”
• SUD 4 “Riera de Capaspre Central” residential sector
• SUD 6 “Industrial” sector for economic and industrial activities
• PA-4 “Carrer Montnegre”
• PA-9 “Quilòmetre Tres”

Subsequently, in 2011, the Calella City Council revoked the administrative powers of Gestió Viària S.L. in the SUD 4 and SUD 6 areas.
